Name: Oliver Oxford
Alias: Rainmaker
Age: 17
Gender: Male
Race: Human
Rank: I'm not sure what to put here
Fighting Style:
Capoiera - While not trained in the style, Oliver has developed a method of fighting acrobatically thanks to his history from the need to rely on dance for money at times.
Fishman Karate - Trained from a young age by his adoptive father, Oliver is capable of using some fishman karate, albeit not on the masterful level of someone like Jinbe, he is more than capable of damaging the liquids inside a person's body.
Fishman Jiujitsu - While not able to use it as well as a fishman, Oliver knows the secrets of fishman jiujitsu, allowing him to fire off water in different manners for him to attack structures or people from afar.
New Fishman Nintaijutsu - A form of fishman combat that combines both Jiujitsu and Karate. It is one of Oliver's main forms of combat that focuses on using smaller amounts of water than Fishman Jiujitsu and can envelop the parts of the body in water or strike with it from afar. As a coincidence, Oliver's attacks with this form of combat all take the form of different animals.

Techniques:
Porpoise Pod: A nintai technique where Oliver envelops one or both of his legs in a dolphin shaped body of water, changing the direction his leg is going for a powerful water heavy kick. he has also been seen using this technique to jump through the air at least two or three times.
Puffing Urchin: A nintai technique similar to the fishman water bullet technique, Oliver gathers up water through a dance-like movement, calling up two spheres of water which are lined with pins that will cause the water to splash outward in the direction one of the pins is pressed on, pushing out a forceful blast of water comparable to a cannon strike. The technique is also usable from bodies of water where they meet landmass to gather particulate into the water bombs to inject into people and debilitate them if need be.
Swallow rain: A bird shaped nintai where Oliver performs a dance-style movement, sending out globules of water in the shape of discs before they spin out into swarms of five bird shapes each. After this they will follow their target and spiral into spinning shuriken style blades of water as they near their target. While the Puffer Ball allows him to attack slow moving or single targets with a great force, the Swallow Rain allows for faster and wider attacks.
Koi Pond: Oliver uses this to block projectiles. This is where he will spin about and create a number of koi fish shaped bodies of water that revolve around his body for several seconds, allowing him to block projectile volleys by concentrating the number of 'heavy water' fish to slow the descent of harmful missiles. Using his staff, Oliver can make the number of fish increase as much as ten-fold, allowing him to protect much more while dehydrating himself in the process a bit.
Stampede: Oliver cascades water around his body before enveloping it around one of his arms, creating a large barrel shaped structure, from this point he blasts water away from his shoulder, propelling himself forward with the shape of a hammerhead encompassing his arm. The hammer bill at the end will change direction to match the direction of his punch.
Shark Fin: A staff exclusive technique where Oliver creates the shape of a shark fin over the crook of his cane, giving it a halberd or Axe style appearance. This enhances the amount of power he has in his swings, putting out high water PSI to break through things.
Snake Drive: One of Oliver's favored attacks, albeit taxing on his body since he had discovered the ability to feel the thoughts of other, he focused on his water so much that he developed the ability to control up to four small fist sized projectiles of water freely. They are used to get an advantage by attacking from odd angles while Oliver gets a chance to land a blow himself. As they move they leave behind droplets of water, creating vapor which makes them smaller with each major use (lasts three turns for each)

Physical Description:
Oliver is often described as an unassuming threat of a person because of his wiry frame. Standing at only five and a half feet with one hundred and twenty-three pounds to his name, he's rather lanky. His complexion is fair despite someone who has roamed from island to island in the past. His head is graced with ashy-blonde hair, usually kept in a slightly messy manner that has been meticulously designed in such a way; he has been known to change the style of his hair for different occasions however.
When it comes to clothing, he is a fan of North Blue design for outerwear. Most of his jackets, hoodies, long-sleeve shirts and even some pants share monochromatic design of spots in different arrangements, much like one well-known Death Doctor's hat. Oliver favors shoes that match the atmosphere of the land around him, always coming prepared for different climates. His undershirts are normally designed with autumn colors, favoring rustic orange above others. These shirts can be found with different graphics or phrases on them.
He keeps a portion of the scarf his mother knitted for his father with him at all times either tucked away on his person or tied around his neck like an ascot. He is also seen at rare times with reading glasses on, though they are not needed, he wears them so that he can keep his focus on writing.

Psychological Description:
No one is ever sure what angle he is playing at, Oliver is reputed for being extremely hard to read. He can express times of naivety and carefree attitude toward any situation, and other times cold and callous calculations that he seems to relish in. Someone who values subterfuge over direct assaults, Oliver is regarded by many as a dirty fighter who will exploit loopholes in the rules of monitored combat in order to have the upper hand.
Oliver deep down just wants to watch people's reactions to what he does so he can continue to get his inspiration. This curiosity toward other people has gone as far as him feigning defecting to a band of bandits in order to infiltrate them and subdue them from the inside out. He has also attacked teammates without warning in the middle of fighting someone else, coming up with any excuse to make the fight believable in order to lower the tension of the enemy.
Outside of combat and in normal situations, Oliver likes to chide his friends in a friendly manner, showing them a much nicer side. Although in his own mischievous manner. He has been known to poke at an overweight person's weight issues by saying that a shop owner made the comment, just to observe the argument and get a laugh out of it. Many people think he is no good because of things like this, but for his friends, he enjoys seeing them smiling and will do what he can to bring smiles back to their faces.
All in all, Oliver is described as a wildcard of any team with a face that can seem happy no matter how cheerful or sinister his eyes are looking at the situation. While he might be smiling, it's all in those eyes of his, always watching with a joyous or sinister glint in them.
He has a habit of going into deep thought with his left index finger resting on his cheek, thumb pressed up against the underside of his chin and middle finger crossed over just under the curl of his lower lip with his head listed to the left.

Dowsing rod the first: a special rod made of sectioned wood and capable of folding itself up to be stored behind the back or flicked out and locked into position. The cane is made from a special wood found on Haven that allows the holder to find sources of water in an arid climate. It should be noted that the type of tree this grows from is laden with seeds in the event of damage so that it can regrow quickly.
A set of throwing knives with a wider blade end than the handles, the edges are curved inwards allowing them to be used as small axes or thrown to lodge into things if the force of their flat-tipped heads is not enough. Oliver is known to keep a couple dozen or more (depending on the amount of fabric available) around inside of the lining of his jackets.
History:
As an infant, Oliver's ship washed up on the shores of the Fishman friendly island of Haven, a land where humans and fishmen got along with a larger population of fishmen. As a result, Oliver would be raised here as the boat he landed on had been ransacked by slavers, taking away everyone on the boat but thankfully missing the boy by chance. The boat had been scarred and marked with the symbol of the Tenryubito. So when he was first found on the boat, it was thought that he might be a Noble baby.
No one would dare approach the boat, leaving the infant on it to cry and wail until a laborer arrived back on the island, back from work, the Killer Whale Fishman Doroma Oxford. The moment he heard someone crying on the boat, he approached it and took the infant home. His wife the Koi fish mermaid, Selena. Doroma would be greatly chastised for picking the 'cursed child' off of the boat. But Doroma affirmed that the child wasn't a monster or a world noble, and that the ocean must have wanted him there for some reason. This was because his adoptive father was a Fishman Monk in his younger days, one with a great connection to the water and a practitioner of Jiujitsu and Karate. But that is beside the point.
The boat was later scrapped and people of the village and island would try and get Doroma for picking up Oliver off the boat, only for them to be turned away with the threat of the greatest fighter on the island. It was determined that the boy would be raised and see what his genetics would reveal about him later. This would come back to bite Doroma in the bud later, but not as severe as one might think.
In his infancy, Oliver got to learn a lot about his land and schooling with fishmen kids and human kids. This would help him learn a bit about his past, arriving on a boat that was marked by the very people that took his real parents away, and oppressed the fishmen in such a horrendous way in the past. A practice that the nobles still partook in it seemed. Oliver could only get angrier and angrier, the fact that one family was ruined was enough, but the chance that his second family might be touched was a bit much for the youngster. So growing up through his kid years to pre-teen, Oliver was a handful, that was until his grandfather would come for a visit and bash the kid on the noggin with a present he brought for the boy. Now Ollie's mother and father thought it was heavy handed to do that, but Oliver was so elated that a present was brought for him that he seemed to not even notice! It was a special book, one that Oliver has cherished since he was given it. A book about a strange world unlike any island that had been seen so far. It interested him so much, finding out about a world like that, one that inspired him so much that he developed a liking for the written arts. He would head to the library, trying to find books like the one he had found, but couldn't. Thus the goal of Oliver was born, to write a book unlike any other to rival the one his grandpa wrote just for him.
In his teen years, Oliver got to learn the trade his father did, but would be more interested in writing and singing, always keeping the crew occupied on the boat he traveled on with his father, coming up with the silliest of stories. But it was something that made both father and child smile. One day though, their ship was attacked and Oliver was nearly killed, as a result, Doroma resolved to start teaching the boy how to use Fishman Karate and Jiujitsu, along with New Fishman Nintai. It was a lot for a human to learn, but Oliver managed to pull off learning the basics of it all, but that was about all he could do before the island was discovered by the very people that ruined his first family. The High Noble on a pleasure cruise. His village was razed and the humans were 'liberated' by the gracious world nobles. The sight of his mother dying in front of him because she refused to go into slavery, Oliver couldn't help it and picked up the stick that had been made for him and gathered enough water to blast through the Noble from the back, putting a cannonball sized hole in the half-giant's stomach. it was enough for the crew of the Noble ship to come down and try to fight, only for the island to fight a draw. The Noble ship was sunk, but the damage had been done, much of Haven had been razed thanks to the crew of the ship and the Noble's own aggression. With many of the island injured too much and reinforcements of the marines being called in, there wasn't much that he could do. Oliver, who got to hug his parents goodbye one final time with one final lesson: Don't stop being yourself, and don't let your anger get the better of you, you're a special boy with the ocean on his side, you have no reason to be mad at anyone.
With one more hug goodbye, Oliver managed to escape the island and spent the next several years moving from island to island, looking for inspiration to write about. At first he was resentful of everything, especially the world nobles. But he got one thing to lighten up his life, the book his grandpa gave him, something to escape to and make him smile. The next thing he knew, Oliver found himself stumbling into a couple of festivals and finding his smile again by joining in the revelry and getting to partake in his favorite pass-time, telling stories. Now Oliver has been wandering from sea to sea, getting passage on Marine Vessels sometimes as a 'known stowaway' thanks to his entertainment factor. He might detest the world nobles, but he knows that not every marine is bad, and not every pirate is bad. Oliver can't be seen brooding over anything in the past because it happened in the past and he got his aggression out toward the one that wronged him already. Now he's just a wandering bard, looking for something to do or a permanent home.
