Name: Albanium
Physical Description:
A dull white metal that, despite being quite lustrous at all times, has little resemblance to the usually silverly tone of most common metals. It is artificially made, the first discovered element in the Dark Matter Periodic Table and thus far the only element to ever compete with diamond and seastone in durability. It is relatively easy to make given the abundance of titanium in nature.
Common uses: As an element, it has as many uses as you can think of. Commonly, it is used to make extremely powerful and quick bullets that can be recovered from the battlefield, shape-shifting items, etc.
Special abilities or properties:
Its physical properties include a VERY high strength-to-density ratio, so that it is lighter than some gases (still heavier than air) and yet is able to cut through seastone if enough force is applied to an Albanium sharp blade, only becoming a bit dull from the effort in the process (something a Haki user could avoid easily). It is also highly reactive to electromagnetic fields and it features such an unique atomic layout that items made of it can be separated into individual atoms or molecules by applying an electric current to the item itself, thus reaching molecular and atomic electrolysis with ease. Only electric currents with an exact voltage and amperage can alter the shape of this element, remaining unable to conduct other electric currents or heat along its surface.
The extremely light weight of the atoms and molecules in this element combined with their ability to react easily to electromagnetic fields allows someone equipped with an "Albanium Manipulator" to, as the name indicates, manipulate the waves of tiny atoms and merge them into different shapes, for as many purposes as they can think of. With enough of the material, one could make prosthetic limbs that could be reshaped into all sorts of items, or even better yet, the infamous "grey goo", although it would have to be combined with I.A. knowledge and some tweaking. It has no known weakness, except for the electric current that is able to control them, since someone with enough knowledge of electricity could manipulate this to their favor.
Mechanisms: It is an element, thus it has no mechanisms, but rather it has properties.

Name: Blueprints for Albanium Manipulator
Physical Description: The exact necessary components to make an Albanium Manipulator, as well as how to place them, the layout, etc. of this device. The device itself is shaped like a crown, made of a very strong steel alloy with silver wiring on the inside leading to the battery and EMF generator.
Common uses: Used solely to break down Albanium into molecules and atoms, then manipulating them at a set range of 50 cubic meters, somewhat akin to telekinesis.
Special abilities or properties: Emitting powerful electromagnetic fields.
Mechanisms: It is powered by a tiny nuclear battery along with a tiny, fully functional particle accelerator the size of a human finger. Since the battery is powered by a superheavy element which is being created at the same time that it is being consumed, it poses no risk to human health even if broken down; the extremely short half life immediately kicks in and makes the element decay into harmless ones in an instant, as soon as the device or the battery is broken. Obviously, as a nuclear battery generates way too much energy, all the energy that isn´t used up in the electromagnetic fields is used to power the particle accelerator, thus making the item a self-sustaining unlimited power outlet.
The other mechanism converts the nuclear energy into very powerful electromagnetic fields which affect and break down all the Albanium nearby into particles, then mobilizes the field so that the particles follow the orders that the brain of the one wearing the manipulator issues. The result is a wave of seemingly liquid (but quite solid) white dust that can adopt any shape that the wearer thinks of.

Thus, I don´t think a fic or moderated thread would be needed as he is more than able at this point to make these sort of things. Of course, only the blueprint would be made by him, then you need to estimate which occupation(s) would be needed to make the actual item and at what level, and as an alternative, tell me the required grade for a fic in which I would make the item with help from my crew. So it would go like this:
"Approved. For the actual item, you would need an Engineer, Mechanic branch, level 100, or alternatively getting an 8/10 in a fic (2 points less since an actual Engineer NPC would be helping you out)".

Name: Grey Goo
Physical Description:
Sentient creatures made solely of Albanium and an Albanium Manipulator integrated with I.A. functions acting as their "core", which they can move around inside their bodies. Their physical description is pretty difficult to pinpoint since they tend to adopt a shape that they find particularly attractive and/or to their liking; however, they all have the same "core" in their bodies, which looks like a spherical mechanical component. The walls of the core are made of polished diamond, and nearly indestructible (Saijo O Wazamono and similar weapons can still damage it, as well as particularly damaging attacks). Their molecules can change color at will via their integrated I.A. and a special coating that simulates colors upon being struck with a certain radio wavelength, which malfunctions if the I.A. is damaged or if they enter in contact with electric currents.
Common uses: Espionage, Deceit, Defense, Weaponry. They are the Revolutionary version of the Pacifistas.
Special abilities or properties: Camouflage. They have a storage inside of their bodies with even more Albanium so that they can alter their shape (for example, a particularly kinky Grey Goo may use the storage to give their body appealing boosts to the chest, among other uses. If we want to take this the non-kinky way, it may be used as an elongation of one´s own body, such as a long blade coming out of their arms or even shooting the particles as bullets) As they have a mind of their own, they are considered an NPC army. They all start out at 1/3rd of their maker´s level, meaning that their starting level is 47. However, they start out with heavy Power Ups to Strength, Endurance and Speed (due to their components) as well as unlimited Stamina (being robots, completely composed of a single element along with an I.A., and being powered by unlimited energy.)
Mechanisms:
Explained mostly in the items above. The only new one is a human-level I.A, with feelings, ability to process things logically... they are as intelligent as a slightly above-average human being in every aspect, and obviously they can ace any sort of Math test you throw at them. Every single one is as good a strategist as a Marine Captain, and some could pull off plans at the level of Captain Kuro´s schemes. They haven´t been programmed with the OBLIGATION to serve their makers; instead, their memories are the memories of pain and suffering that most Revolutionaries have been through, shared through audio and video (previously recorded in Den Den Mushis). This way, they have nothing to rebel for (against their creator). Yes, they were made by Shiro, but he could have programmed to be eternal servants, yet he didn´t. All he has is a single button to deactivate all of them at once, non-lethally or permanently. As Shiro himself said, "I don´t want servitude. I want comrades."
